This document is intended for stakeholders concerned with bilingual reforms and the ways and means of their implementation in the respective countries, at the institutional, logistical, pedagogical, didactic, and financial levels. These include officials from ministries of education, pre-service and in-service teacher trainers, education specialists, researchers, as well as technical and financial partners already associated with, or to be associated with, the « École et langues nationales » (ELAN) programme.
Its aim is to define the objectives, approach, and scientific foundations of the ELAN initiative, led by the International Organisation of La Francophonie (OIF) and implemented by its Institut de la Francophonie pour l’éducation et la formation (IFEF). For more than twenty years, La Francophonie has promoted bi-plurilingual education and supported its member countries on this issue. Its ELAN initiative has been working toward this goal in sub-Saharan Africa since 2012.
